On whom the blood money is obligatory on?

In the name of Allah, if the causer of abortion is none of the parents, then the blood money is for the parents, and if the one responsible of abortion is one of the parents, then he/ she has to pay the blood money to the other. If both parents are responsible of abortion, then they have to pay the blood money to the legal heir of the fetus. Allah knows best.
