In the name of Allah, be advised, my son, to me, the one-time Umrah is obligatory for those who are able to perform it during the days of Hajj other than during the days of Hajj. If a person did not perform his mandated Umrah, he must first perform the Umrah for himself, then on behalf of whomever he wants from among the righteous servants of Allah. Allah knows best.
