I a punishment is inflicted on a country or village, it will include everybody whether believer of atheist even if there is a nation that enjoins good and forbids evil, as we now see the random killing and bombings that cause the disbelievers and believer to die. Is all of this part of Allah’s justice?

In the name of Allah, my son, be informed that the affliction sometimes overgeneralizes on both the believer and the disbeliever if it is to come because of the disobedients’ actions. However, for the believer, what he suffers is to raise his level in heaven by forgiving his sins (if he is not infallible), but if he is a wicked person, he deserves that and he experiences the consequences of his sins. If the wicked person does not deserve this, then this torture is to reduce the one which he will get in the Judgment Day. Consequently, the heavenly justice is not doubtful and not questionable either. Allah knows best and He is the All-Guide.
