This means religion is heart belief; a thing which cannot be acquired but by satisfaction and no one can force another to believe in something in his heart. Yet, the outer deeds is the only thing can be forced to someone such as speaking, acting and the like. So, this is the answer regarding what you heard. Islam does not order us to apply sharia to the whole mankind because Allah has created them and put a law like any other manmade laws. Each country has a law which, when legislated, has to be followed by everybody. It is the same case; Allah has created people and put a law for them. this law is the best one and the most truthful one as it is from One who Created man and He know everything and that is why this law has to be applied under the authority of Allah (SWT).
