In the name of Allah: Perhaps, it is because the meaning of 'journey' is to exit the boundary of one's residence, and when a person is on a journey, they fulfill the conditions before entering the permissible boundary. When a person travels and exits the boundary before noon, they are considered a traveler from the moment they leave their homeland with the intention of traveling. This meaning, apparently, is derived from the expression 'on a journey' and not from 'traveling'. It's important to note that a person isn’t considered a traveler, on the religious basis, until they have exited the permissible boundary. When they intend to make up for missed fasts, they should make up for the day they left their homeland, even if they reached the permissible boundary after the day had ended. Allah knows best.
