If someone is praying a voluntary prayer while riding in a car and the traffic light stops them, and they have already performed the Takbir (saying "Allahu Akbar") before stopping, can they continue their prayer and complete it while the car is stationary? And what if they hadn't performed the Takbir before stopping?

In the name of Allah, as long as they have entered into the prayer, they should continue it until completion. If they have not yet entered the prayer, they have the choice to start it or not. You have to know that performing voluntary prayers while moving is permissible, but the movement is not a condition for the validity of the prayer in the premise of the question. Allah knows best.
