Can it be said that the praying person is in Ruku (bowing down) when the tips of the fingers reach the knees or should there be stability?
Answer
In the name of Allah, the second one is the obligatory, but bowing as far as you mentioned in the question is regarded as entering the Ruku state. Allah knows best.
