Is it sufficient, in cases of necessity, for someone to enter Mecca without ihram if the pilgrims need him as their guide, and he must enter without ihram in order to guide them?
Answer
In the name of Allah, if he is the only one capable of providing such guidance, then it is permissible, but he must pay the expiation for wearing stitched clothing. Allah knows best.
