If a person mortgaged his gold jewelry in exchange for ten million dinars that he received from the mortgagee, is it permissible for that person, the owner of the gold jewelry, to perform Hajj with amount that he received from the mortgagee?

In the name of Allah, the amount is considered as a property of the borrower [you], as in the question. As for Hajj in terms of ability, if you have met the ability conditions, you must perform Hajj because gold does not achieve ability unless the gold is dispensed by you or your family. Be advised that the need for gold denies the ability to perform Hajj. Allah knows best.
