Can anyone enter Mecca without Ihram? If the answer is yes, how is that?

In the name of Allah, if a man dwells outside Mecca farther than the legal distance, then it is not permissible for him to enter it without Ihram. However, if the distance is small, it is permissible to enter it without Ihram. The same matter is applicable to the person whose work requires exiting from Mecca and entering it according to the work. All the woodcutter, the grass cutter, the shepherd of animals and the like can enter without Ihram due to their work. These are detailed in our book “The Rituals of Hajj”. Allah knows best.
